As the 2026 Session gets underway, Chief Financial Officer Blaise Ingoglia says he’s backing proposals that would establish a Florida stablecoin pilot program.
Ingoglia said in a news release that he’s promoting a program that would allow the Department of Financial Services (DFS) to accept stablecoin currency.
There are bills in both chambers of the Legislature that are pushing the proposal, including one (SB 1568) sponsored by Sen. Nick DiCeglie, a St. Petersburg Republican, and another (HB 1415) drafted by Rep. Jeff Holcomb, a Spring Hill Republican.
Stablecoins are a form of digital cryptocurrency. But unlike bitcoin and other forms of crypto, stablecoins are designed to maintain value by being attached to, or establishing value by, an association with the U.S. dollar or government assets.
Ingoglia said he was encouraged to advocate for a Florida stablecoin after President Donald Trump signed the GENIUS Act. That measure intends to pave the way for U.S. leadership in global digital currency and includes significant protections for consumers who use cryptocurrency.
“Following President Trump’s signing of the GENIUS Act, Florida must ensure that our state is keeping pace with technology and the President’s bold vision,” Ingoglia said. “I am proud to propose legislation that will ensure Florida is ready for the future of financial transactions with stablecoins and that we are protecting consumers in the financial market.”
DiCeglie’s bill would allow DFS to accept payments for fees and services from Floridians through stablecoin currency and authorizes “the department to send eligible payment stablecoins for refunds, reimbursements, or other disbursements to participants who elect to receive such payments in the form of eligible payment stablecoins.”
DiCeglie filed the Senate bill Friday.
“Stablecoins are becoming an increasingly popular form of payment and financial asset for Floridians. I am proud to carry this legislation and work with CFO Ingoglia to ensure that Florida’s state government is always evolving and modernizing,” DiCeglie said.
Ingoglia noted that the stablecoin proposal is initially a pilot program only. If successful, the legislation would allow DFS to create a stablecoin for the state of Florida.
“Florida has led on every front over the last several years, and we must continue to raise the bar for innovative legislation. I thank CFO Ingoglia for trusting me to sponsor this bill, and I look forward to working with him to get this important piece of legislation passed,” Holcomb said.
